Tim Berners-Lee proposed the World Wide Web at CERN on March 12, 1989, and by December 1990 his team had built the core pieces: HTTP, HTML, the WorldWideWeb browser-editor, the first web server, and the first website at info.cern.ch. The step that turned this from a CERN research project into a mass publishing medium came on April 30, 1993, when CERN announced that the World Wide Web technology would be free to anyone, with no fees due, releasing the underlying code into the public domain. The royalty-free release let anyone build a server or a browser without licensing restrictions, and is credited with catalyzing the Web's rapid growth from an academic tool into the general-purpose publishing and broadcasting medium it became over the following decade.
